The militia set up a Committee of Safety to govern New York pending the arrival of the English Governor and Leisler, who had studied at a military academy in his youth, emerged as the commander. When Governor Sloughter and the royal commissions arrived in New York on March 19, , Leisler and his followers complied with the order to surrender, but as they left the fort they were arrested and imprisoned.
